Mas igualmente evidente \u00e9 o facto de este mecanismo n\u00e3o ser suficiente. \u00c9, pois, necess\u00e1rio investir numa cultura de ordenamento (sustent\u00e1vel), numa maior din\u00e2mica e flexibilidade dos planos territoriais, na uniformiza\u00e7\u00e3o de procedimentos e na disponibiliza\u00e7\u00e3o de meios, na aloca\u00e7\u00e3o de recursos \u00e0 forma\u00e7\u00e3o e numa maior transpar\u00eancia e proximidade entre os v\u00e1rios\u00a0<em>players<\/em>.<\/p><p>Por fim, e em sentido inverso, h\u00e1 pelo menos uma mat\u00e9ria em que, qualquer altera\u00e7\u00e3o que se fa\u00e7a, peca por ser demasiado tardia: a altera\u00e7\u00e3o do Regulamento Geral das Edifica\u00e7\u00f5es Urbanas (RGEU), diploma que tantos obst\u00e1culos tem introduzido na atividade da constru\u00e7\u00e3o e da reabilita\u00e7\u00e3o urbana em particular. Depois da experi\u00eancia do regime excecional de reabilita\u00e7\u00e3o urbana, j\u00e1 era afinal tempo de se procurar criar um regime que fosse reflexo da necessidade de simplificar a regulamenta\u00e7\u00e3o existente e se focasse apenas em assegurar as principais preocupa\u00e7\u00f5es com a seguran\u00e7a do edificado.<\/p><p>Agarre-se, portanto, esta vontade de legislar e ponha-se a mesma, sem bandeiras ou publicidades, ao servi\u00e7o da pr\u00e1tica, da t\u00e9cnica e, assim, do futuro sustent\u00e1vel que todos queremos.\u201d<\/p><p><span style=\"font-size: 16px;\">Est\u00e1 tudo dito!
